Project Description:
As development pressures increased in Winter Park through the COVID pandemic, the Town’s Community Development Department sought to develop a relationship with a firm to provide contracted planning assistance. Once selected, CPS was able to on-board the new client with ease through our proven on-boarding process and able to take on multiple applications at a variety of stages of the review process. As CPS became more comfortable with the Town’s rules, regulations, and approach to development and growth, and as the Town staff became more comfortable with the CPS team, additional applications were forwarded on to CPS to review and facilitate. This partnership has flourished due to the constant communication between the Town and CPS – specifically the weekly check-in meeting and attendance as the weekly Development Review Team meetings. Attendance at these meetings not only solidified CPS as a key team member, but also allowed CPS planners to gain important insights into decisions and interpretations which resulted in more efficient and effective delivery of services.
Furthermore, the Town has leaned on CPS’ extensive experience in a wide range of communities – specifically mountain and resort communities – to provide insights into different approaches or interpretations of the land use regulations.
The partnership between the Town of Winter Park and CPS has blossomed into a multi-planner service platform which is made possible by the methodical and thoughtful implementation of in-house standard operating procedures designed to create scalable and adaptable development review services for all CPS client communities.
